Enforce lint/type-check results in CI and pre-commit

Flips CI and pre-commit from advisory to enforced now that the repo is fully clean, widening scope to match.

- Removes black/flake8/mypy's || true/--exit-zero suppressions in CI and widens all three from loqs-only to loqs docs_scripts tests.
- Removes the pre-commit flake8 hook's separate tests/ exclusion (scope now comes solely from .flake8's own config, matching CI) and adds a local mypy hook for parity.
