Prepares the 6.9.1 release. The earlier 6.9.1 tag never reached PyPI, so
the fragments merged since then are folded into the existing 6.9.1
changelog section, dated 2026-09-21, and the version is bumped from
`6.9.1.dev0` to `6.9.1`.

## Are there changes in behavior for the user?

No, release housekeeping only.

## Is it a substantial burden for the maintainers to support this?

No.
