ci: migrate .golangci.yml to v2 schema

- golangci-lint-action v7+ (bumped to v9 earlier) only supports golangci-lint v2, which needs the v2 config schema
- migrated via 'golangci-lint migrate'
- errcheck/gosimple/govet/staticcheck/unused dropped from the explicit enable list — v2's default linter set already covers them
- typecheck removed — no longer a selectable linter in v2, always runs
- verified locally with 'golangci-lint run'
