Bump language-directory to 0.0.25, making Source available (#4399)

0.0.25 is the first tag containing the Source entries added in
language-directory#62, which point at the Conductor evaluators js-slang
publishes to GitHub Pages.

This is the step that actually surfaces them. LanguageDirectorySaga
short-circuits when directory.language.url is at its default and uses
the *bundled* package rather than fetching the published JSON, so
merging and publishing the directory changed nothing user-visible while
the pin stayed at 0.0.24.

Source §1-§4 now appear in the language dropdown, with:
- Default   the transpiler evaluator, all four chapters
- Stepper   §1/§2, EvaluatorCapability.STEPPER
- CSE       §3/§4, EvaluatorCapability.CSE

Both tool evaluators are hidden from the dropdown and selected by their
own side-content tab.

Verified against the deployed bundles with no local server and no flag
override: Source appears in the dropdown, Source §3 runs, and the CSE
tab loads and steps. The ':::pre-declared names::' sentinel row is
correctly absent, which is #4396 working on a real js-slang global frame.
