fix: use the renamed countSeatsBySpaceId in seat-capacity check (#3457)

`BillingService.assertSafeSeatCapacity` still called `ISpaceSafesRepository.countBySpaceId`, which main's Safe-seat rename (#3446, "count a Safe on several chains as one seat") replaced with `countSeatsBySpaceId`. 

The merge into this branch didn't conflict textually since the two branches touched different lines, so the stale call site only surfaced as a `TS2339` build error, not a merge conflict.
