fptest: Add --release_intent flag to run only the tests a release qualifies (#6066)

Vendors qualifying a network OS image are given a ReleaseIntent textproto
listing the test plan IDs that a particular release requires. Running the full
feature profile suite to satisfy that list wastes significant lab time.

Add a --release_intent flag to fptest. When set, RunTests compares the test's
own plan ID, taken from its metadata.textproto, against intended_test_ids and
skips the test if it is not listed. Tests run unchanged when the flag is
absent, so existing pipelines are unaffected.

The ReleaseIntent schema is reused from openconfig/qualification-reporter
rather than redefined here, so this stays in sync with the generate_report
tool that consumes the same file.

Notes on behaviour:

  - An intent listing no intended_test_ids is rejected. It would otherwise
    skip every test and report a green run. Remaining fields are left to the
    qualification-reporter pipeline, which owns intent policy.
  - An intent that cannot be read or parsed exits the binary rather than
    skipping, so an unusable file fails loudly.
  - Flags are parsed defensively before the intent is read. initMetadata
    returns before its own flag.Parse when metadata.textproto is missing, and
    RunTests only logs that error, so the flag would otherwise still be
    unparsed and read as empty, silently disabling the filter.
  - The plan ID is published as a suite property before ondatra.RunTests so
    that the JSON-Lines ledger records it instead of the binary name.

Filtering is by test plan ID only. chassis_mpn and target_platform are present
in the intent schema but are not enforced.
