* chore(deps): reach the Postgres driver through sqlx's `postgres` feature

`sqlx-postgres` was a direct dev-dependency alongside `sqlx`. That does not
compile on 0.9. `sqlx` turns on `sqlx-core/offline`, which puts
`Executor::describe` in the trait. `sqlx-postgres/offline` stays off, so
`impl Executor for &mut PgConnection` has no `describe` and upstream's own
crate fails with E0046.

Feature unification is what joins the two. Until 0.9 there was nothing to
join: `describe` was unconditional in `sqlx-core`, and pinning
`sqlx-postgres < 0.9` kept the 0.8 and 0.9 trees apart.

No code here uses either crate. They are dev-dependencies so the
compatibility matrix resolves a real driver alongside this crate. The
`postgres` feature of `sqlx` does that, models what a user actually writes,
and closes the hole for good.
