ci: pin chart-releaser past the unbound latest_tag failure

With skip_packaging, cr.sh v1.7.0 takes the branch that never sets
latest_tag and then reads it under set -u, so the job fails after the
chart asset and the gh-pages index have both already been written.

helm/chart-releaser-action#202 moves that write inside the branch that
declares the variable. It is the current main HEAD and still unreleased,
five commits past v1.7.0.
