santa: Send the admin back when a target has no policy left

The create rule page with a fixed target offers the policies the target
has left in the configuration. When it has none, the page kept an empty
policy list: a form that cannot be submitted, and on submit only a "This
field is required" error, because the check that names the reason needs
a policy to run. A stale link gets there, from the browser history or
from a page loaded before another admin took the last policy.

The page now sends the admin to the rules of the configuration, with the
reason: the target has a voting rule, or a rule for every policy.

The generic page, where the admin types the target, keeps the form and
the checks on submit.

fixed_target() leaves the form, so the page and the form read the target
from the same five attributes.
