feat(build): hermetic tool pinning and golangci-lint complexity gates

Pin protoc-gen-go, protoc-gen-go-grpc and golangci-lint v2 via go.mod
tool directives. Install them into a local .bin/ instead of the global
GOBIN, so builds are reproducible.

Replace the go vet lint target with golangci-lint. Enable gocognit (20)
and gocyclo (12) thresholds in .golangci.yml and gate CI on them via
make lint on the Linux leg.

Upgrade to Go 1.27.1 and protoc 36.2.
