CA-431811: Install depexts explicitly for opam 2.6 (#7279)

opam 2.6 omits the local packages' depexts from a --deps-only solve, so
libxxhash-dev is never installed and the xxhash stubs fail to compile. A
--depext-only pass recomputes and installs them.
