fix: Fix YAML.safe_load for `Date`

Fix an error in YAML safe loading with `Date`, which needs
`require 'date'`. This will be released as 3.0.2.

Additional maintenance changes:

- Upgrade actions dependencies.
- Zizmor reported a new error ([self-repository][sr]); fixed.
- Changed development version of Ruby to 4.0.
- Added badges to the README.
