fix: declare the PHP extensions this plugin actually uses (#58)

composer.json required only php, so a host without these would install
the plugin happily and fail at runtime instead of at install time.

Added: ext-dom, ext-libxml, ext-openssl
Evidence: openssl_*, DOM* and libxml_* in src/Forwarding/

setup-php's extensions list is widened to match, rather than trusting
the runner image to bundle them:
  mbstring, intl, json, zip, openssl, dom

ext-libxml is declared but deliberately NOT passed to setup-php: it is
compiled into PHP core and is not separately installable, and dom /
simplexml guarantee it is present.

ext-zip is declared only where ZipArchive is used at runtime. Every other
plugin's ZipArchive use is in build.php, which is build-time only.

Verified with the gate sequence ci.yml runs: composer validate, install,
audit, php -l, PHPStan, PHPUnit, PHPCS and build:production.

**Stacked on `feat/php-84-wp-711`**, which is still open, because both
branches touch the same `setup-php` step -- the `extensions:` line sits two
lines below the `php-version:` line that PR changes. Basing this on `main`
would conflict. Once the upgrade PR squash-merges this will need a rebase
onto the new `main` before merging.
