Update CI, add MSGV policy and contributing guidelines

- Bump workflow to Go 1.26.x/1.27.x, actions v7, golangci-lint v2.13.1
- Remove manual cache step (setup-go v7 handles caching)
- Bump go.mod minimum to go 1.26
- Add MSGV section to README matching go-playground/validator
- Add CONTRIBUTING.md with AI agent attribution policy
- Add CLAUDE.md for Claude Code guidance
