doc(gh-2187): add mathematical documentation to Poisson distribution (#2279)

* doc: add mathematical documentation to Poisson distribution

Expand the Poisson distribution docstrings (part of #2187) with
mathematical explanations alongside implementation details:

- Class docstring: state the support, use the standard :math:`\lambda`
  rate notation for the PMF, and note that the mean and variance are both
  equal to the rate.
- Method docstrings for sample, log_prob, mean, variance and cdf, each
  giving the relevant closed form (e.g. the log-PMF, and the CDF as the
  regularized upper incomplete gamma function) matching the existing
  implementation.

Documentation only; no functional changes.

* doc: use short-form cross-reference for jax.random.poisson

Address review suggestion: use `:func:`~jax.random.poisson`` so the
rendered link shows only `poisson` instead of the full dotted path.
