Update CI workflow, bump MSGV, and add AI attribution guidelines

- Bump Go matrix to 1.26.x/1.27.x (latest two releases)
- Update GitHub Actions: checkout@v7, setup-go@v7, golangci-lint-action@v9
- Remove manual cache step (setup-go@v7 handles it)
- Fix stale coverage condition (was referencing 1.20.x)
- Add setup-go to lint job
- Bump go.mod to go 1.26 per MSGV policy
- Add AI Agents attribution section to CONTRIBUTING.md
- Add CLAUDE.md for AI-assisted development
