Add a tutorial on saving state with the Delayer

Adds a "Saving State" section to the info book that builds up from
writing a Delayer history card, over a two-button latch, to a
single-button toggle with rising edge detection. Each step has an
advancement, and game tests cover both the advancements and the
behaviour of the latch and toggle networks.

Closes #613
