Update to Minecraft 26.3

Tooling:
- NeoForge 26.2.0.6-beta to 26.3.0.7-beta, NeoForge ModDev 2.0.141 to 2.0.147

Code:
- The block type MapCodec registry and Block#codec were removed, so the codec()
  override in BlockNbtExtractor is dropped along with the imports it needed.
