Cover the Forge biome spawn modifier with a game test

The Forge modifier had to be rewritten by hand because Forge's builder
exposes only attributes(); its own AddSpawnsBiomeModifier goes through
private ForgeBiomeModifiers.get/set helpers that do exactly this. Nothing
verified that it actually applied, so a silent no-op would have gone
unnoticed.

testBiomeSpawnEntry reads the spawn list back through
environmentAttributes().getValue(NATURAL_MOB_SPAWNS, pos), the same path
NaturalSpawner uses, and asserts the weight and count from the biome
modifier json. It runs on all three loaders.
