Add changelog_package_aliases config option (#47)

* Add changelog_package_aliases config option

cosy-composer PR #334 hardcodes a mapping from drupal/core-recommended
to drupal/core so changelog/changed-files lookups work for that
metapackage. Generalize this into a configurable option, mirroring the
existing bundled_packages pattern, so any package can be aliased to
another for changelog purposes without needing a code change per
metapackage.

* Fix merged-config snapshot test for new option

testFinalMergedOutputIsCorrect compares the fully merged config
against a fixed fixture, only stripping keys that strictly equal
(===) their default. Object-typed defaults like bundled_packages
never satisfy that identity check, so they always appear in the
comparison; changelog_package_aliases needs the same treatment.

Also reduce duplication between the two object-based-option checks
in mergeConfigFromConfigObject() and keep the line under the PSR2
length limit.
