Add the shared AI assistance policy to CONTRIBUTING.md (#874)

Propagated verbatim from django-marina, which is the canonical source for
this text. See zostera/django-marina#679 for the reasoning and
django-marina's PACKAGING.md for how CONTRIBUTING.md syncs.

The policy permits AI assistance and puts responsibility on the submitter:
understand the change, defend it under review, run the tests, have the right
to contribute the code. Disclosure is requested through the Co-Authored-By
trailer these repos already use on their own commits.
