Add an AI assistance policy, and say what this repo is for (#679)

The project had no position on AI assisted contributions while using them
itself, and no way for a contributor to say they had used one. A recent PR
in django-bootstrap5 made that gap visible: good work from a new
contributor, no disclosure, and nothing in the repo asking for any.

The policy permits assistance and puts responsibility on the submitter:
understand the change, defend it under review, run the tests, have the right
to contribute the code. Disclosure is requested through the Co-Authored-By
trailer this project already uses on its own commits, which makes it a
convention rather than a confession.

Two things fall out of writing it down.

PACKAGING.md did not list CONTRIBUTING.md at all, neither synced nor not
synced, so the five copies had drifted by 18 to 30 lines. It is now recorded
as shared shape with per-package substitution for the Scope paragraph and any
package specific PR guidelines, with the AI section copied verbatim.

The Scope paragraph described this package as a set of Django extensions and
said nothing about the second role it has had since PACKAGING.md landed, as
the canonical source for shared tooling. It now says both. PACKAGING.md also
stops shipping in the sdist: it documents how we propagate changes between
our own repos, which is nothing to do with anyone installing the package.

The pull request template that asks the disclosure question lives in
zostera/.github, where GitHub serves it to every repo in the organisation,
rather than being copied into five.
