ci: fix Windows build by skipping stdlib gem install

- Use 'unlocked_deps' appraisal on Windows instead of 'current'
- Skip appraisal install steps on Windows (stdlib gems erb, mutex_m, stringio are built-in to Ruby 3.2+)
- The 'current' appraisal includes x_std_libs.gemfile which pulls in erb, mutex_m, stringio
- These stdlib gems fail to install on Windows due to native extension issues
- 'unlocked_deps' also includes x_std_libs but we skip the install step on Windows entirely
