Make Claude Code skills directly invocable and rename them

A skill is only offered by `/` autocomplete if it lives in a directory of
its own, as `SKILL.md`, so each flat file becomes such a directory. The
names are shortened at the same time, keeping the `azul-` prefix.

The `name` field is dropped because it defaults to the directory name, and
`user_invocable` because the field is spelled `user-invocable` and defaults
to `true`, so it was inert either way.

`azul-pr-merge` now takes the PR number and the cadence as arguments, and
the cadence formerly called deliberate is renamed to lockstep.
