Unpin rubocop and relax jekyll dependency back to >= 3.0

The exact rubocop version pin was only needed to work around Bundler
resolving an old, Ruby-3.4-incompatible Jekyll version as a side effect
of the pin; without the pin, Bundler naturally resolves a modern Jekyll
on its own, so the pin, the jekyll >= 4.4 constraint, and a separate
rubocop Gemfile are all unnecessary.
