Add paginated identities endpoint with schema and field filters (#1293)

* feat(search): add paginated identities API

* test(search): cover identities API and helpers

* fix(search): filter identities by schema

Filter before counting and pagination. Preserve every manifest schema
and serialize SQLite identity reads with index updates.

Reset existing Search Server SQL databases on deployment to rebuild
the identity_schemas index.

* feat(search): filter identities by requested fields

Match any requested field, optionally within a selected schema, before
counting and pagination. Reset and reindex existing SQL search databases
to populate the new identity_fields table.

* feat(search): expose issuer and update timestamp

* fix(search): keep identity pagination consistent
