fix: Correct dev mode, install path, route doc

- fix: Stop setting TEMPL_DEV_MODE in NewServer
  templ reads the variable during package initialization,
  before NewServer runs, so the copy never took effect.
  DATAPAGES_DEV_MODE now enables Datapages dev mode only.

- fix: Point install hints at cmd/datapages
  `go install github.com/romshark/datapages@v` installs nothing.

- fix: Drop {$} from href comments for wildcard routes
  The comment claimed a pattern the server does not register.
