feat: Add asset cache validation

Enable conditional requests for embedded assets.

`assetsmetrics/style.css` has no modification time.
Repeated page loads therefore return its full
31-byte body because the response has no validator.
`WithAssetsCache` supplies an ETag for revalidation:

200 with a 31-byte body -> 304 with a 0-byte body.
