Various SDK and some API docs fixes (#7264)

- Efficiency improvements in HTTP.cs (these have been in XC for a while
now).
- Do not re-invoke the cancellingDelegate before throwing the exception
if a cancellation has been requested.
  - Report progress update per 1 second, not 1/2.
  - Only get proxy credentials when needed.
- Minor wording changes in API docs
- Removed error overrides that are the same as the API errors in C#.
