Fix precision of unsigned decimal columns (#1813)

`ColumnType.DecimalSize()` reports one fewer digit for unsigned decimal
columns: `DECIMAL(10,6) UNSIGNED` returns precision 9, and `DECIMAL(5,0)
UNSIGNED` returns precision 4. Their display width does not reserve a
sign, so subtract that position only for signed fields.
