* feat: support Python 3.14

Allow Python 3.14 in package metadata and add it to unit and installed
artifact smoke matrices in the regular and release workflows. Update
the formatter targets and contributor documentation to match.

* ci: include Python 3.13 in package smoke tests

Exercise wheel, source-distribution, and TestPyPI installs on Python 3.13
alongside 3.12 and 3.14. Align the contributor and CI documentation.
