fix: Reject reflected signal type mismatches

Reject a `string` query field with `reflectsignal:"flag"` when the
matching `json:"flag"` signal field is `bool`.

For `GET /?flag=true`, the page seeds `$flag` as `"true"`.
The next action sends `{"flag":"true"}`. Signal decoding cannot
store that string in `bool`. The action returns 400.
