chore(contract): F-28-01 — re-sync CONTRACT.md 1.49, openapi.json and management-registry.json from axiam main @ e4c62180e

Re-vendor the three contract artefacts from the merged ilpanich/axiam main
(e4c62180e), as contract 1.49's vendoring rule requires, and regenerate the
§27 management surface in the same commit. This is the deliberate
openapi.json re-sync this repository declined to take from a phase branch in
T21.9 T9c:

scripts/gen_management.py: 160 -> 162 operations across 24 namespaces,
carrying every Phase 21 management schema delta at once:
Oauth2Clients gains CreateRegistrationTokenAsync / ListRegistrationTokensAsync
(T21.4); ClientAuthMethod.None and a nullable
OAuth2ClientCreatedResponse.ClientSecret (T21.2a); new ManagedBy enum and
required ManagedBy / AllowedResources plus LastAuthorizedAt on
OAuth2ClientResponse; AllowedResources on the create/update requests (T21.3);
new CimdPolicy and seven optional DCR/CIMD fields on OidcPolicy,
SetOrgSettings and TenantSettingsOverride (T21.4/T21.5). Generated surface
tests regenerated.

BREAKING: ClientSecret becomes Sensitive<string>? (a Nullable struct), and
OAuth2ClientResponse's new required members mean responses from a
pre-Phase-21 server no longer deserialize. Both are recorded as BREAKING in
CHANGELOG.md.

README conformance statement now names contract 1.49 and 162 operations.
CHANGELOG moves F-28-01 from Deferred to done under Unreleased.
