chore(contract): F-28-01 — re-sync CONTRACT.md 1.49, openapi.json and management-registry.json from axiam main @ e4c62180e

Contract 1.49's vendoring rule: a vendored artefact is re-synced from a
merged ilpanich/axiam main, never a phase branch. All three artefacts are
byte-copies of main @ e4c62180e (blobs 2493348c3285, b75e30eaa359,
4619f441aac0). This SDK vendors no proto/.

The §27 management surface is regenerated in the same commit with
`python3 scripts/gen_management.py`, nothing hand-edited: 160 -> 162
operations across the same 24 namespaces. This repository declined the
T9c phase-branch openapi re-sync, so the regeneration also brings in the
T21.2-T21.5 schema additions the other SDKs took then:

- oauth2_clients() gains create_registration_token and
  list_registration_tokens (POST/GET /api/v1/oauth2-clients/
  registration-tokens, T21.4 DCR initial-access tokens) with
  CreateRegistrationTokenRequest/Response and RegistrationTokenResponse.
- TokenEndpointAuthMethod::None and a new ManagedBy enum.
- OAuth2ClientResponse gains allowed_resources, managed_by and
  last_authorized_at; Create/UpdateOAuth2ClientRequest gain an optional
  allowed_resources.
- OidcPolicy, SetOrgSettings and TenantSettingsOverride gain the dcr_*,
  dynamic_registration, external_client_allowed_resources and cimd
  (CimdPolicy, T21.5) settings.

BREAKING: OAuth2ClientCreatedResponse::client_secret becomes
std::optional<Sensitive<std::string>> (§27.8 generator output; aligns C++
with the other ten SDKs) — a T21.2 public client
(token_endpoint_auth_method: none) is issued no secret.

Hand-written follow-ups: the minimal OAuth2ClientResponse fixture in
tests/test_management_models_optional.cpp carries the two new required
members and nulls last_authorized_at; the "160 operations" counts in the
README, axiam.hpp, client.hpp and a test comment now read 162. The README
conformance statement already names §28 and no contract version, so it is
