chore(contract): F-28-01 — re-sync CONTRACT.md 1.49, openapi.json and management-registry.json from axiam main @ e4c62180e

Re-vendors the three contract artefacts from ilpanich/axiam's merged main
(e4c62180e), as contract 1.49's vendoring rule requires, and regenerates the
§27 management surface with Scripts/gen_management.py in the same commit:

- CONTRACT.md 2493348c3285 (contract 1.49), openapi.json b75e30eaa359,
  management-registry.json 4619f441aac0; proto/ already matched.
- 160 -> 162 operations: oauth2Clients.createRegistrationToken /
  listRegistrationTokens (RFC 7591 initial access tokens) and their three
  models.
- OAuth2ClientResponse gains allowedResources, lastAuthorizedAt and
  managedBy (new ManagedBy enum); create/update requests gain an optional
  allowedResources.
- OidcPolicy, SetOrgSettings and TenantSettingsOverride gain the DCR fields
  and cimd (new CimdPolicy).
- OAuth2ClientCreatedResponse.clientSecret becomes Sensitive<String>?, since
  a public client has no secret (source-breaking, spec-driven).

README's conformance statement now names contract 1.49; the §27 operation
counts read 162. CHANGELOG records F-28-01 as done.
