chore(contract): F-28-01 — re-sync CONTRACT.md 1.49, openapi.json and management-registry.json from axiam main @ e4c62180e

Re-vendor the three contract artefacts from the merged ilpanich/axiam main
(e4c62180e) rather than the Phase 21 branch they were last taken from, as
contract 1.49's vendoring rule requires, and regenerate the §27 management
surface in the same commit:

- CONTRACT.md      2493348c3 (contract 1.49)
- openapi.json     b75e30eaa
- management-registry.json 4619f441a

scripts/gen_management.py: 160 -> 162 operations across 24 namespaces.
oauth2_clients gains create_registration_token and list_registration_tokens
(T21.4 initial access tokens); new CimdPolicy model and a nullable cimd
component on OidcPolicy, SetOrgSettings and TenantSettingsOverride (T21.5);
T21.8 wording on the dcr_* ceilings. Generated surface tests regenerated.

README conformance statement now names contract 1.49 and 162 operations.
CHANGELOG moves F-28-01 from Deferred to done under Unreleased.
