chore(contract): F-28-01 — re-sync CONTRACT.md 1.49, openapi.json and management-registry.json from axiam main @ e4c62180e

Re-vendors the three contract artefacts from ilpanich/axiam's merged main
(e4c62180e), replacing the phase-branch copies, as contract 1.49 requires,
and regenerates the §27 management surface in the same commit:

- CONTRACT.md 2493348c3285 (1.49), openapi.json b75e30eaa359,
  management-registry.json 4619f441aac0; proto/ already matched and the
  gRPC stubs regenerate byte-identically.
- §27 moves from 160 to 162 operations: oauth2_clients.
  create_registration_token and list_registration_tokens (sync + async),
  with CreateRegistrationToken{Request,Response} and
  RegistrationTokenResponse.
- New CimdPolicy model, carried as an optional `cimd` field on OidcPolicy,
  SetOrgSettings and TenantSettingsOverride.
- README conformance statement names contract 1.49; CHANGELOG moves F-28-01
  out of Deferred.
