chore(contract): F-28-01 — re-sync CONTRACT.md 1.49, openapi.json and management-registry.json from axiam main @ e4c62180e

Contract 1.49's vendoring rule: a vendored artefact is re-synced from a
merged ilpanich/axiam main, never a phase branch. All three artefacts are
byte-copies of main @ e4c62180e (blobs 2493348c3285, b75e30eaa359,
4619f441aac0); proto/ is already identical to main and is untouched.

The §27 management surface is regenerated in the same commit with
`go run ./internal/cmd/genmanagement`, nothing hand-edited: 160 -> 162
operations across the same 24 namespaces.

- OAuth2Clients() gains CreateRegistrationToken and ListRegistrationTokens
  (POST/GET /api/v1/oauth2-clients/registration-tokens, T21.4 DCR
  initial-access tokens).
- New models CreateRegistrationTokenRequest, CreateRegistrationTokenResponse,
  RegistrationTokenResponse and CimdPolicy (T21.5); CimdPolicy is an
  optional Cimd field on OidcPolicy, SetOrgSettings and
  TenantSettingsOverride.
- Dcr* field docs refreshed (externally registered clients, T21.8
  per-mechanism counting).

All additive. README conformance statement moves to contract 1.49 and its
operation counts to 162; CHANGELOG records F-28-01 as done.
