chore(contract): F-28-01 — re-sync CONTRACT.md 1.49, openapi.json and management-registry.json from axiam main @ e4c62180e

Re-vendors the three contract artefacts from ilpanich/axiam's merged main
(e4c62180e), as contract 1.49 requires, and regenerates the §27 management
surface in the same commit:

- CONTRACT.md 2493348c3285 (1.49), openapi.json b75e30eaa359,
  management-registry.json 4619f441aac0; proto/ already matched.
- §27 moves from 160 to 162 operations: oauth2Clients.createRegistrationToken
  and oauth2Clients.listRegistrationTokens (RFC 7591 initial access tokens).
- New models CreateRegistrationToken{Request,Response},
  RegistrationTokenResponse, CimdPolicy, ManagedBy; OAuth2ClientResponse gains
  managed_by / allowed_resources / last_authorized_at; ClientAuthMethod gains
  "none" and OAuth2ClientCreatedResponse.client_secret becomes optional
  (public clients, contract 1.47); settings models gain the DCR/CIMD policy
  fields.
- README conformance statement names contract 1.49; CHANGELOG moves F-28-01
  out of Deferred.
