Replace `expandvars` dep in build backend with stdlib

PR #847

This patch synchronizes the in-tree build backend
with the upstream copy in `ansible-pylibssh` [[1]].

It uses `os.path.expandvars()` to reproduce
what
the external dependency used to do and stops installing
it across the infra.
