Replace SamplerEnvironmentOptions with EnvironmentOptions (#3342)

### Summary
This PR moves `max_execution_time` to `SamplerEnvironmentOptions`,
making it become identical to `EnviromentOptions`. It the replaces the
former by the latter.

Fixes #3341
