feat(react): migrate useAtom() and useAtoms() to useSyncExternalStore

The value is read from the atom on every render, so a change of the
source atom itself is visible in the same commit. Updates are delivered
synchronously via syncEffect(): an update inside an event handler or
act() is rendered without waiting for a microtask.

Behaviour changes:
- an error thrown by the atom after mount surfaces as a render error on
  the next render instead of silently keeping the last value;
- setting an atom in the render body now triggers the React warning
  about updating a component during render.

BREAKING CHANGE: `nrgy/react` requires React 18 or newer.
