chore(deps): add tomli to dev group for ty type-checking

ty v0.0.82 infers its target python-version from the requires-python
lower bound (3.10) rather than the venv interpreter, so it now checks
the `else: import tomli` fallback in the configuration loader. tomli is
only a runtime dependency for python_version < '3.11', so it was absent
from the 3.12 lint environment and ty reported it as unresolved.

Installing tomli in the dev group makes the fallback import resolvable
while preserving type-checking coverage of the 3.10 code paths.
