Fix the XSD lexical forms in the TypeScript XML (#723)

`Number` was doing the reading of a `xs:double`, and it is far too
permissive for the job. It reads an empty string and a run of whitespace
as 0, so a self-closing element quietly became a zero instead of an
error. It reads a hexadecimal, binary or octal prefix as the number it
spells, so `0x10` came in as 16. And it reads `Infinity` and
`-Infinity`, which `xs:double` calls `INF` and `-INF`. The text is
matched against the lexical space first now.

An integer is a `number` in TypeScript, and a `number` holds only
the integers up to 2^53 - 1 exactly. `Number.isInteger` was the guard,
and it passes for values which have already been rounded:
9007199254740993 came back as 9007199254740992, and 9223372036854775807
as 9223372036854776000 -- a well-formed but *different* `xs:long`.
`Number.isSafeInteger` is asked instead, so we refuse what
we can not hold, and the writer refuses it too, for the value handed to
it has already lost its identity. This is what the JSON of this very SDK
settled on, so the two agree.

A negative zero lost its sign, as `${-0}` is "0". `-0` is a valid
`xs:double`, so we accept it now as well. Mind that the test has to be
`Object.is(value, -0)`: `value === -0` holds for a positive zero too.
