feat: read the forced termination deadline from the NodeClaim annotation

The termination timestamp annotation is what the termination controller enforces, and
node health brings it forward to now for unhealthy nodes. Recomputing the deadline from
the grace period reported hours of headroom while pods were already being force-deleted.

Sharing the deadline helpers with the expiration controller keeps the metric and the
controller it reports on from drifting apart.
