chore: update project tooling (#4)

Align the repository with the tooling used by the other veeso Rust
projects: just recipes, dprint, cargo-deny, git-cliff, a pinned
toolchain, a pre-commit hook, an AI policy, a pull request template,
and hardened GitHub Actions workflows.

The old cargo.yml/coverage.yml pair is replaced by a single ci.yml with
jobs for formatting, linting, per-platform quality (with coverage
folded into the Linux job), documentation, and dependency policy, plus
TruffleHog secret scanning and a zizmor workflow audit. Every action is
pinned to a full commit SHA with least-privilege permissions. The
now-unused actions-rs/grcov.yml config is removed since coverage is
generated with cargo-llvm-cov directly.

Formatting is dprint, not `cargo fmt`, so the tree is reformatted to
match its Markdown and TOML conventions.

cargo-deny flags RUSTSEC-2026-0007 in bytes 1.11.0 (pulled in
transitively by the dev-dependency tokio); bumped to 1.12.1.

The stricter `RUSTDOCFLAGS="-D warnings" cargo doc` check surfaced two
pre-existing broken intra-doc links (an unresolved `leaktracer::`
self-reference and a link to the dev-only `tokio` crate) and one
ambiguous `std::vec` link; fixed in passing.

Cargo.toml fields are reordered to match dprint's convention, and the
README drops the donation section and gets a Rust logo on the
crates.io badge.
