Add stubs for client-based primitives, revise names (#3332)

### Summary

Add documentation stubs for client-based `Estimator` and `Sampler` and
their options, and revise the wording in the project so they are
referred to as `client-based` primitives. Update the names of the
classes to `Sampler` and `Estimator`, providing aliases to `SamplerV2`
and `EstimatorV2`.
