Support for playbook metadata (#142)

Details:

* Added a property 'metadata' into the playbook schema that allows to
  specify:
  - idempotent: Whether the playbook is idempotent.
  - check_mode: Whether the playbook reasonably supports check mode.
  - targets: The targets of the playbook and their concurrency access
    mode. This can be used to find out whether two playbook runs
    are allowed to run concurrently.

* Updated the doc templates for playbooks to show the new metadata section.
