fix(time): account for the nanosecond carry in add_duration

add_duration checked the seconds sum before applying the nanosecond
carry, so MIN_VALUE + (-1) seconds overflowed even though the exact
result (MIN_VALUE, 0) is representable. Detect that wrap-around case
(both operands negative, wrapped sum MAX_VALUE, carry 1) and land on
MIN_VALUE; every other overflow still raises. Adds the regression
test from review.
