Name develop as the Dependabot target branch and assert it

The entry had no target-branch, so it followed whatever the default branch
happened to be. develop is the default today, which is also where security
updates go since those ignore target-branch, but the version updates now
say develop by name instead of inheriting it. CI fails if either half
drifts.
